Minister’s and Deacons’ Union
President of the Congress of Christian Education
Toby T. Philpart

Toby T. Philpart was born and raised in Deerfield Beach, Florida. He is the husband of Mrs. Sonjia Kennedy Philpart and they have 2 beautiful daughters, Valencia and Amber.  He is a 1982 graduate of Deerfield Beach High School and a veteran of the United States Air Force.  He holds a Bachelors degree in Biblical Studies from Logos Christian College in Jacksonville Florida.

Reverend Toby Philpart was ordained as a Deacon and later ordained as a Gospel Minister in 1988.  In 1992, he was called to pastor The New Mt. Zion Missionary Baptist Church, Ft. Pierce Florida.  Pastor Philpart has served on this post for seventeen years.

His ministry continues to be that of one reaching beyond traditional walls.  He has accomplished many goals.  One of which is Sunrise City Community Housing Development Organization (C.H.D.O.) where Pastor Philpart is the president.  This organizations mission is to improve the quality of life for residents of St. Lucie County by providing community services and programs that increase cultural awareness and by facilitating financial independence to families by providing job training and placement, as well as affordable housing options to those who would not normally qualify.  Reverend Philpart’s efforts through the local church and this local organization have helped many families in the surrounding counties of the Treasure Coast.

In 2007, Reverend Philpart helped three families realized their dream of homeownership by completing the first of 20 homes in the development of a subdivision in St. Lucie County called Pioneer Park Subdivision. As of today 20 families have moved into their home which has helped Reverend Philpart realize his dream of community development.
Reverend Toby Philpart has served our Florida East Coast Association in various positions.  He presently SERVES as President of The FEC District Congress of Christian Education.

This preacher, and community activist is involved in many community activities where he has served as Chair of “Paint the Town 2001, 2002, 2003, and 2006”.  He is past Chairman of Weed and Seed St. Lucie County Steering Committee.  Pastor Philpart serves on the Board of MAD DADS – (Men Against Destruction-Defending Against Drugs and Social Disorder), Ft. Pierce Chapter and the Fort Pierce Chapter of the NAACP.  He is a Chaplain with the Fort Pierce Police Department and St. Lucie County Sheriff Office.  He has sponsored the Battle of the Bands 2002, 2003, and 2004 and sponsored many participants in local sororities and fraternities of St. Lucie County.
